I've been thinking about this image for a while now, and I can't figure out what is going on in it (and why whatever she is doing is criminal). Can you explain?
Sorry about that. As the title somewhat indicates, the person (he or she) is stealing gas, natural gas. That is what is in the fabric. I just thought it was absurd that someone would actually steal gas (or need to).
